Have they defined what "made in state" means? Can you build a gun with parts purchased elsewhere? What about the raw materials? The way I see it raw materials don't count and by the ATF's own reasoning the receiver and no other part is the firearm but I'm sure the feds will argue all kinds of crazy stuff to try and shut this down.

The way I read the law if it is significant to the operation of the firearm it HAS to be made in state. IE Ar-15 upper, even though, at this time, the ATF doesn't consider that to be a "firearm"
The law calls out that "firearm accessories" dont count, but defines that such that an upper reciever wouldn't be included

It is clear that it cannot have any significant parts from another state included, and defines insignificant parts. I would assume items NOT included on that insignificant list would be considered significant. Including barrels, BCGs, etc..
